What is the actual inside dimensions of the sliding shelf? The area where a component would reside and be mounted to the fixing slots,

The inside dimensions of the R1290 is 16.34" / 415mm.

What keeps it from sliding out during transport? Any type of locking mechanism? Latch?

The R1290/1U runners have a soft close mechanism that holds the tray in place, but it does not complete lock the tray in place during transport
